UDF Party condemns the manner in which Lamu Govenor was arrested

Press statement by Amani Coalition on arrest of Lamu governor

As you are aware, UDF Party Governor for Lamu H.E Issa Timamy was yesterday arrested and locked up at Port Police Station in Mombasa. This was after an 8 hour ordeal overnight from Lamu on a pick-up. Timamy was not informed of his arrest but was instead tricked into travelling from Nairobi then bundled into a car like a common criminal. We condemn this inhuman treatment of a senior official in the country who did not resist arrest, was not armed and posed no immediate threat. Police have the power to arrest but must do so with civility. 

The arrest of a Governor raises a constitutional issue. It amounts to the National Government has unconstitutionally overthrown the devolved County Government of Lamu.

We know Timamy as a affable person whose County has suffered the brunt of insecurity leading to the recent spate of massacres of his people. Despite this, the Governor has had the courage not only to assist security agencies but also donate over Ksh1.5 million to victims of terror. The people who died, and were maimed are Timamy’s voters who elected him and it is inconceivable that he would abet schemes to harm them.

Amani Coalition does not condone criminality; ethnic profiling, conflicts and violence or terror. Anyone found through due process must face the full force of the law.  We stand for a united and indivisible Kenya where human rights, justice and democracy are protected and observed.

These are some of the principles that underpinned our cooperation with the Jubilee Coalition. We believe that no Kenyan should be discriminated against. This the government must guarantee. But with the arrest of Timamy, we in Amani Coalition are offended that we are being targeted as the soft spot in a political war between Jubilee and Cord. 

We know deception and blame games are going on in Lamu over the causes of insecurity. These include some elements in provincial administration plotting cover-ups on corrupt land transactions. The selective victimization of Timamy is part of these schemes. These elements are likely to contrive evidence to meet their ends.

We know that Timamy has been at the forefront of demanding accountability in the management of land transactions in Lamu. We therefore suspect that Timamy is a victim of vicious opponents in the last election and corrupt land networks operating in Lamu. Indeed this is why they would act swiftly and without civility unlike in other hotspots like Wajir/Mandera where dialogue and thorough investigations are on-going.  

Amani Coalition has been at the forefront of calling for a commission of inquiry on insecurity not only on terrorism but also to find solutions to wanton ethnic conflicts throughout the country. The government has ignored this informed plea and engaged in firefighting even as insecurity escalates.

Government factionaries intent on victimizing Timamy or any other person as a scapegoat for failed security agencies under pressure to prove they are working, does not solve insecurity. For long term solutions, a judicial commission of inquiry should be established to get at the root of insecurity in Lamu, Coast region and the country in general.  

We appeal to the President to look at the larger picture and not to be misled by officers intent on protecting themselves and hiding their failures. Selective victimization will not solve the problem of insecurity in the country, especially at the Coast. Instead, such knee-jack arrests will only worsen raw ethnic tensions.

Amani coalition is slowly gaining ground across the country. UDF Party has won the Maua seat in Meru County while New Ford Kenya has won the Misikhu Ward in Bungoma County with a huge landslide. To all AMANI supporters: keep the faith, we are crawling back. This confirms the fact that Kenyans are looking for a sober and focused political movement devoid of polarization.
